Founded in 1994 at the University at Buffalo, The State University of New York, BOTW pioneered the network awards conception, recognizing the good sites online via a yearly voting and display, highlighted by the announcements at the International W3C Confrence in Geneva. The high awards were given in 1998, after which the website place inactive until being sold.

In 2002 BOTW transformed into a common network directory, providing users with a spam-free assortment of websites.
